This suit slows down the bullet in order to protect you and disperse the energy over the vest. This happens since the actual vest is made of layers of a man made fabrics and each layer help disburse the energy and deform the bullet to stop it from penetrating your body. Though you will still feel it and may possibly suffer from the impact but most importantly you will be alive.

Moreover there are some states in the US who doesn’t allow civilian to use body armour. Though wearing a bullet proof vest is not illegal if you are a civilian they just can have the one used by the military nor the ones that’s a property of the US.
